Outline and Symbol search

Implement support for outline (Ctrl+Shift+B left-side panel and Ctrl+Shift+O toggle popup) and project-wide symbol search (Ctrl+T toggle popup). The outline works out of the box via the Tree Sitter grammar, but the latter required an update to the language server and adapting the extension. Requires technique version 0.4.6 or greater.

  • Fix title text syntax highlighting by @istathar in #6
  • Place procedure names and titles in outline by @istathar in #7
  • Implement labels for symbols by @istathar in #8
