Leave Max Container Request Values at Original Indices #1937

Closes #1933

#1655 refactored how container resource requests are handled as part of a TaskRun. As part of that pr, all max request values for steps associated with a TaskRun were placed in the last container.

The problem with this approach is that the last container can have a limit set that does not take into account whether another container has a higher request value.

To avoid this, this pull request leaves the request values at the original indices where they are found so they work appropriately with the limits set. This was the way this was originally implemented prior to #1655.
