Publishes snapshots to Sonatype for pushes to main or master if and only if the repository in question is temporalio/sdk-java (i.e. does nothing on forks).

What was changed
Add a worfklow to publish snapshot jars to Sonatype Nexus.
Why?
CI infra that was doing this previously has been torn down so replicate the functionality through Github Actions.
