Adding a little code coverage to the CLIs #1371

What is the change?

This is nothing exciting, I am just adding a little code coverage to three of our CLIs.

Why is the change being made?

We need this extra coverage, but until I can find a way to quickly generate a test DB for ARMI, it will be hard to fully test several of our CLI endpoints.

Progress!

Sidebar: Would the tiniest ever ARMI DB be small enough to keep in, maybe, the armi/tests dir? Or is it too big to commit to the repo?

Maybe! That DB would also need to be kept up to date if newer versions of ARMI change the DB format.

It's worth a shot though, yeah.
