Update the Docs sidebar #84

What would you like us to add?
As part of the Dev 3.0 redesign, we would like to update the sidebar. There are a few changes here, but the most impoortant are the addition of a product type (Data Streams in this case), change of UI with the blue line next to the sidebar items and Quick links at the bottom of the sidebar.
NOTE: the new sidebar design is already used on the right hand sidebar, so if possible reuse most of the CSS and functionality.
AC:
- Add the new header, make sure it is dynamic for each page
- If a page does not have a correct ICON, then use the GENERAL one
- Update the UI of the sidebar
- Add the quick links in the UI (this were previously in the Second header, so get the actual value from there
- Make sure to use the correct Design token for colours
