Release 3.7.0

New behavior: When --port is explicitly specified, tina4 now kills whatever process is listening on that port instead of auto-incrementing to a different one.

tina4 serve --port 7145    # Kills existing process on 7145, starts server there
tina4 serve                # Auto-increments if default port is in use (unchanged)

Without --port, the existing auto-increment behavior is preserved.

Cross-platform: uses lsof on macOS/Linux, netstat+taskkill on Windows.
