Coder CLI v0.9.165

Fixes the npm postinstall downloader (fetch-binary.js shadowed fs with node:fs/promises, breaking every install). Release assets now pack the binary as a bare coder/coder.exe at the archive root, matching what the npm postinstall and install.sh expect.
