Make vocab-ssn a series alias of vocab-ssn-2017

Previous shortname `vocab-ssn` was renamed to `vocab-ssn-2017` following the publication of a new version named `vocab-ssn-2023`. The `vocab-ssn` shortname is now a series alias that currently redirects to `vocab-ssn-2017`. This update adjusts entries in Specref accordingly (same "usual" problem as in tobie#877, re-creating dated versions of `vocab-ssn` as needed.
Introduced by mistake in previous commit...
Script would probably add it back next time it runs, but better be safe...
