Make docker running more visible

Given the multi-language setup instructions.. I think pushing the docker image as the way to run repolinter.is a good thing for the README.

It does seem to be the only place the Ruby side of things works. Though I was wondering if the path is to nix licensee/linguist in favour of 1. no replacement for licensee, 2. something simpler for linguist.
