The Id on the scorecard for each requirement should be an opaque value and should always start at 1.

@westonian @gaitonde before any recommendations, here are my assumptions:

1. the requirement number listed on the scorecard should be the same one that is displayed on challenge details page (on topcoder -- it's not a blocker if these don't actually display at launch.)
2. whatever scheme we support, the numbers need not be universal across the entire challenge set. It's preferable to keep the requirements numbers small, and easily human-readable.
3. The numbering scheme should start at '1' w/in a challenge -- ie, if I have 10 requirements for a challenge, scorecard should roughly read requirements 1-10.
4. requirement number, once established, should not change? (at least for this release.) therefore, requirement number is not a reflection of ordering, or priority. It's set once (at creation time) and reflected consistently throughout challenge lifecycle.

I think the above recommendations may be conflating a couple of issues (eg. the heroku-style naming, seems useful for Submissions, but not for Requirement numbers, and would quickly get cumbersome if used in that way.)
