Challenge Details Page: Fix Challenge Discussion ACL

Currently anyone can see the challenge discussion. Also a user does not have to be logged in to comment. Both of these are incorrect.

Desired behavior

• Only registrants and the challenge creator can see the challenge discussion
• A user is required to be logged in to comment

Did a check on the documents and I could not see them if not logged in.
