On the Dashboard page, if there are no Projects, show a "getting started" box
Getting Started Box should say

Title: "Getting Started with Topcoder-X"

Next steps include:

• Authorize GitHub / GitLab <Should be a link to the Settings>
• Add a Project <Should be a link to the Projects>
• Add Labels and Webhooks to your project
