Make collapsible timeline smaller

Problem:

Currently the collapsible timeline is very big and takes up much of the user’s screen.

Improvement:

• Default to collapsed timeline state
• Collapsed timeline state should show: the current phase of the challenge only and how much time is left
• In the expanded timeline state show all details of the challenge timeline and flip the chevron orientation
• Remove some phases only for the design challenges:
  • Example challenge:
  • Remove these phases
    • Specification Submission
    • Specification Review
    • Approval
• Add that carrot icon on the right side for collapse/expand functionality
