fix: update CODEOWNERS

Description

CODEOWNERS attributes docker/local to Tools & Protocol teams, but we're having our updates in docker/local-topos. This PR replaces the former with the broader docker path.

Additions and Changes

• Update CODEOWNERS to replace docker/local with docker
