Don't allow outdenting a top-level node #234
Description
go to a top-level node in the workspace that has children, open it.
on one of its children, outdent it.
the node disappears from the view because it's moved to the level above.
we shouldn't let them outdent because it isn't totally clear in the view where the node went.
