wrap in MCP - model context protocol

create a folder mcp-proxy which is a rust based proxy to communicate with server.py

this mcp-proxy exposes the code execution results via  model context protocol  to the caller. 

use axum and other standard rust library. 

ensure cargo check passes in that folder.
