Provide a Changelog

While it is relatively easy to find the changes in the git history, it would be great to have a convenient changelog.
Also, having a short rationale for each change would be really awesome!

I'm not going to commit the time to writing and maintaining changelog entries for the bases. So, if you'd like it I'd recommend building automation for this repo which generates it in a transparent way to folks 👍🏻 .

@orta , if I automate this step with changesets would you be interesting in AT LEAST following the workflow to automatically generate changelogs and bumping versions? This would means we would need change the current flow and creating packages for each base config.
