Packaging

• Metadata modernization:

  • No runtime dependency on wheel (used only for testing).

  • Removed the testing extra: maintainer's tooling now managed as
    PEP 735 dependency groups.

  • Long-form description now carries only the README.rst text:
    changelog URL now points to the /releases page.
