@agentforge/tools - Concentrated Neo4j Vector Search Execution

• Centralized the node Vector Search query, parameters, record formatting, result projection, and count in one private module shared by the direct-vector and text-to-embedding Tools.
• Preserved each Tool's public interface, defaults, database selection, result and error shapes, metadata, logging, embedding behavior, and session lifecycle.
• Added public Tool characterization tests for initialization checks, successful searches, query parameters, metadata, error guidance, and session handling.

Validation

• pnpm release:validate passed with 250 test files passed, 2 skipped, 3,010 tests passed, and 23 skipped.
• Skips are intentional opt-in coverage for the Neo4j integration service, PostgreSQL connection tests, and web-search performance tests; enable them with a running Neo4j service and RUN_INTEGRATION_TESTS=true, POSTGRES_CONNECTION_STRING, or RUN_WEB_PERFORMANCE_TESTS=true plus network access, respectively.
