@agentforge/tools - Retry-Aware Web Search Errors

• Preserved retryable Axios errors through the retry loop for DuckDuckGo and Serper searches instead of wrapping them before classification.
• Applied provider-specific error messages only after retry exhaustion and added coverage for transient failures, retry exhaustion, and non-retryable responses.

Validation

• pnpm release:validate passed with 242 test files passed, 2 skipped, 2,726 tests passed, and 23 skipped.
• Skips are intentional opt-in coverage for the Neo4j integration service, PostgreSQL connection credentials, and web-search performance tests; enable them with a running Neo4j service and RUN_INTEGRATION_TESTS=true, POSTGRES_CONNECTION_STRING, or RUN_WEB_PERFORMANCE_TESTS=true plus network access, respectively.
