v5.0.0: A payment waiting for its header is answered, not failed; docs feedback

From an outside review of the 5.0.0 docs:
- BEEFValidationResultEvent.failure is null while awaitingHeader: the
  payment is not decided, and ask returns the reply. The coordinator keeps
  the receive's request until the verdict the header brings, so that
  verdict (a payment's second event, or an import's only answer) carries
  the request id; before, an import waiting for a header never answered
  its ask.
- BroadcastFailureEvent.willRetry is ARCActor's answer, required; it was
  always true, also where no retry is queued (PostgreSQL, a refusal).
- The coordinator doc comment created a wallet with no key material.
- The CHANGELOG said two error fields were removed; two unused named
  constructors were.
- The developer guide claimed no name clash anywhere; the clash is with
  internals.dart.
- StorageBackend.inMemory keeps the read models in memory only; its event
  journal is an Isar store in dataDirectory.
