With migrid PR322+342 merged the CI build succeeds on rocky9. It still fails on rocky8 because the janitor is not in the old obsolete |

Expose new janitor service once it hits migrid
next. Relies on the usualenable_Xstructure and is disabled by default in production until it has received more battle testing.NB: CI will fail until migrid PR322 is merged.
