Add Circle EURC to Arc mainnet and testnet, using each network's official contract, six-decimal euro units and the EURC/2 signing domain. USDC remains the default settlement asset and the gas currency.

The Arc guide provides explicit token selection and atomic merchant requirements, and explains that EURC prices are euros without an implicit USD conversion. Regression tests recover real offline signatures and reject other networks or token domains. EURC metadata is marked non-USD.

Validation: Python 1,222 tests plus wheel/sdist and twine; TypeScript 762 tests, typecheck, lint and build; existing cross-language suite 430 checks. Contract metadata and domain separators were verified against both live RPCs. No funded EURC settlements were executed: those remain pending on both networks by operator request.

Release: Python 0.86.0 / TypeScript 2.94.0. Existing general CI was manually disabled; it remains disabled. The tag-triggered publication workflows are enabled.
