This PR adds grouping to the User Permission rendering known from the current Backoffice.
It will now render a list that is first organized by entityType and then organized by groups within that. The PR also add localization keys to all the user permissions.
I have added two permissions for Media as an example. It is not something we currently support, so these will be removed again later.
