v9: Deployment of StarterKit installation fails between Cloud environments

When having installed the StarterKit on a local clone of a development environment, and you want to push it through the different environments - I have found that every time I push to live I get the following error:
Failed to start umbraco deploy extraction with error Invalid response when starting deploy at target siteextension 00000000-0000-0000-0000-000000000000 and exception

How to repro?

1. Clone down the dev environment of your Cloud project
2. Install the starterkit locally
3. Push to the development environment
4. Deploy from dev -> live

Then the above mentioned error will show - content and schema looks to be there just fine, but this error happens everytime I follow the abovementioned steps

I've tested this using the updates planned for 9.0.1 and can't replicate the scenario, so I think it's likely related and resolved to the changes we've made for this release around how package migrations run in different environments.
