EntityMenu actions missing

Describe the bug
After upgrading Umbraco UI Builder to version 16.x.x, EntityMenu actions are no longer displayed.

Steps To Reproduce
Steps to reproduce the behavior:

1. Navigate to any collection or entity in the UI
2. Click on the “...” menu
3. No dropdown with actions appears

Expected behavior
Clicking “...” in the Entity view should display the EntityMenu actions

Moreover, this actions section should not be visible on Create modal

Thanks for spotting this, I think latest updates to the manifest condition have impacted this, I have added this to the backlog for addressing in the next weeks.
