Overview
This PR fixes an issue that caused
upgradeto over-suffixify in certain cases, resulting in (for example) a scratch file that might contain ambiguous terms.The bug is somewhat complicated to explain, but in a nutshell, we were erroneously deleting certain names from the set of names to consider when suffixifying.
