CI installs without a lock, so it picked up Rector 2.7.0, which removed
NewInInitializerRector: the stale skip entry became a hard error and broke
Static Analysis on master and every open PR. Drop the skip, apply the new
rules' cleanups (redundant docblocks, ??=, str_contains, null named args),
keep @return $this in the Structure traits (PHPStan resolves it to the
generic class; scoped skip with reason) and raise the floor to ^2.7.
