Paper Trail answers a question every council hopes you won't ask: did they actually do what they promised?

Cities publish climate strategies full of commitments — plant trees, retrofit buildings, hit targets by 2030. A few years later, working out which of those promises became reality means digging through annual reports, procurement notices, and budget resolutions scattered across official websites. Nobody has time for that, so it mostly doesn't happen, and the promises quietly fade.

This tool does the digging. It reads the Józsefváros (Budapest District VIII) climate strategy, pulls out every commitment it contains, then searches the district's official websites — jozsefvaros.hu, rev8.hu, budapest.hu — for anything that looks like follow-through. It ranks what it finds, quotes the passages it relied on, and hands it all to a human reviewer.

That last part is the whole point. The software only ever suggests; a person decides. Nothing appears in the public trail until someone reads the evidence and clicks Confirm — and when the tool finds nothing, it shows a gap rather than inventing a result.
