stale PAPER_TRAIL_API_KEY/Bearer docs; meta.review_required; expanded
env table (language, allowed domains, LLM extractor, baseline year,
MT model, storage bucket, DB path, NEXT_PUBLIC_*)
- Reference: add official_sources table; match_chunks -> hybrid
- How-It-Works: optional LLM extractor, search retries, hybrid rank,
ingest zero-result warning, write-gate bullet
- Running: ~40 tests, six migrations, pull_data mirrors the registry,
