This release ships the modular-hosting extraction used by Elsa Foundation: host-owned singleton sharing, catalog notifications and shell-generation build leases, configurable shell startup/retry/readiness support, and the new optional CShells.Nuplane integration package. The release workflow publishes all ten CShells packages at 0.0.30, using stable Nuplane 0.0.11 dependencies.

CShells.Nuplane is maintained in this repository and connects Nuplane package-catalog changes to CShells feature discovery and optional reload. Host applications retain their own reload policy and diagnostics. Safe package-store pruning remains separate follow-up work.
