Removes the node-update workflow in favour of the maintenance dashboard, adds a reusable workflow-lint workflow for actionlint and zizmor, and extends the dashboard with a Node.js lifecycle line and a dry-run input. Callers that use node-update.yml must remove that caller before re-pinning to this release.
