• parser: restore parent scope after includes

Keep the active host as an index while parsing so included host rules cannot invalidate the enclosing host reference. Continue applying directives after an Include to the parent host, and add regression coverage for values inherited by both the default and included hosts.

• parser: preserve conditional include scope

Track the enclosing host clauses alongside each parsed host rule and require all inherited scopes to match during queries and host intersection checks. Preserve those scopes across nested and sequential includes so included configuration cannot leak outside its parent block, including negated patterns. Add regression coverage for conditional, nested, and consecutive includes and for first-obtained value precedence.
