PUNCH_LIST: harden against user edits to the shared Sheet

Scoped at the user's request ("make it very hard for user input to break
either app"; specifically, a renamed description needs graceful handling
in ActiveTasks). Diagnoses two concrete failure modes already reachable
today: a renamed description orphans a stuck, un-dismissable duplicate
card (mergeImportedToDoItems is add-only by design), and renaming the
whole tab makes that orphan permanently unreachable once the new
hide-unreferred-lists carousel behavior drops the old tab name from
known_lists. Also flags a related, not-yet-hit duplicate-id crash risk
(CarouselScreen's LazyColumn keys by item id with no de-dup guard - the
same bug class MicroTasking already hit and fixed).

Companion app to MicroTasking - a traditional to-do list (lists = sheet tabs, items = checked
rows), with priority set via an Eisenhower matrix (important x urgent) instead of a flat scale.
Reuses MicroTasking's Sheet-import/QR-scan plumbing, visual style, and CI/release pipeline
pattern; drops what a pull-based to-do list doesn't need (background alarms/notifications, the
Apps Script sheet-provisioning tooling - it points at an already-set-up sheet).
