Bump phpstan.neon and the CI comment to level 1, with universalObjectCratesClasses and an EPOLL constant ignore. Fix docblocks, declare magic members with @method/@property, and add missing contract methods.

Behavior fixes found along the way:
- Paginators cast to toJson() (escaped via e() when requested) instead of calling a nonexistent render().
- dispatchAfterResponse for commands and batches uses DeferredCallbackCollection instead of container->terminating().
- Prompt validation accepts closures only and throws otherwise, since there is no validator component.
- Vector query methods reject string input instead of calling a missing embeddings generator.
- Add Blueprint::dropVectorIndex() and compileDropVectorIndex() (base grammar throws, Postgres drops the index).
- Stack log channels resolve members to Monolog loggers and throw a named error for non-Monolog members.

Remove unused code that depended on parts Venusian does not have: the factory make command, JsonEncodingException::forResource, ModelInspector's resource entry, and the stray Database and Graph READMEs and license. Add tests and .okf notes for the changes.
