1. run $VIMRUNTIME/vimtutor.bat in Windows Terminal

It works for other users. I wonder what is different about your setup that would cause this. Perhaps the language?

It looks like you specified the wrong install directory somehow.. The first vimtutor.bat is supposed to go into a directory
where all the programs are located, e.g. c:/Windows or $WINDIR

When i used the full install, i got the first file (the wrong one);

When i used the typical install, i got the last file (the right one);

The difference is Create .bat files, maybe that?

Creating batch files makes it possible to start vimtutor from any console window. It is created in a directory in $PATH and then points to the vimtutor.bat in the Vim runtime directory. If one overwrites the other, that appears to be your problem.
Not creating the vimtutor.bat file is a workaround. The real problem is that it is created in the wrong place, I cannot guess why that would happen.
