:stopinsert does not clean up insert mode properly; completion window stays open #7013

Describe the bug
:stopinsert does not clear completion windows that are open, leaving vim in a weird state.

To Reproduce
Detailed steps to reproduce the behavior:

  1. Run vim --clean -u NONE
  2. Edit a file like the following:
" hello
" helper
" howdy
" hunting

call timer_start(2000, { -> execute("stopinsert") })

" On this line, after sourcing this file, enter ins-completion mode within 2 seconds.
" After entering, you will not be able to type ever again in vim
" h
  1. Call the following ex command: call timer_start(2000, { -> execute("stopinsert") })
  2. Enter insert mode
  3. Use <C-p> or <C-n> to enter completion mode and open the popup window

Expected behavior
:stopinsert should clear any popup and completion windows that are opened
