Reject inline `"use server"` inside client boundary

I don't think we've ever done this. It might be that current behavior is it's just silently ignored. That might be what's happening in remix-run/react-router#14389

Hi, the issue with react-router inline "use server" has been resolved with their latest update. That may also render this mute now. Thanks for checking though.

@femioladipo Thanks for the update. Actually I think you've changed from export default function Index to export function ServerComponent? In that case, that's expected to work, but this issue is about when users are not opting-in to ServerComponent, in which case, the route is considered to be implicitly use client.
