test: use @rollup/plugin-swc with rolldown-vite for ecma decorators

Use @rollup/plugin-swc with rolldown-vite for ecma decorators as Oxc / rolldown-vite does not support lowering ecma decorators yet (oxc-project/oxc#9170).
