Notes

• sortBy is faster (ADR 0057): a partition without a branch on the comparison, keys equal to an earlier pivot set aside in one pass, and sorted or reversed input finished in one pass. It is still unstable: equal elements may end in a different order than with 0.9.3, and the comparator is called a different number of times. Neither was ever promised.
• HashMap is faster (ADR 0052 §8): 32 bits of hash in each slot, and SipHash fed a word at a time (same hashes). A map now holds at most 2^32 − 1 entries; one more put is Err(OutOfMemory).
• Allocation counters run only when CEESAFE_ALLOC_REPORT, CEESAFE_FAIL_ALLOC_AT or ceesafec test asks for them (ADR 0059).
• Fixes for CeeSafe.Web: async calls through both dyn I and dyn I + Send (B15), dyn I + Send as a type argument in an expression (B14), Async.scope with an error type that has a drop (B13), and quiet Windows builds under -Wsign-conversion (T3).
