Better swap gate and one less ancilla for ACE

The swap gate ancillary gadget checks in QrackAceBackend were not as productive as a 3-CNOT decomposition (with error correction). This leaves just one reusable ancilla per patch with is_error_detection=True (which also means that 72 qubits in 4 patches, in the Qiskit provider, should work for any GPU with at least 4 GB of memory or, more specifically, a per-segment capacity of at least 25 ideal state vector qubits).
