docker: Amazon ECR Public Gallery does not have vite-plus

For some reasons, we are only allowed to pull public images from gallery.ecr.aws, but gallery.ecr.aws does not have vite-plus.

There's no ECR Public mirror, and the image RFC scopes publishing to GHCR only for now (even Docker Hub is listed as out of scope). The image is easy to reproduce though: docker/Dockerfile is debian:bookworm-slim plus the install script, and the installer fetches vp from npm, not from a registry. Build that Dockerfile with the base swapped to public.ecr.aws/docker/library/debian:bookworm-slim and push it to a registry you're allowed to pull from.
