Fine-tuning (ark train)

• Download training job data: new arkcli train finetune download command to fetch job output data (metrics, checkpoints, logs, depending on job type) to a local directory.
• train finetune list gains a --mine filter to list only your own training jobs.

Remote command configuration

• The CLI now fetches remote command configuration at startup (bootstrap fetcher; refreshed automatically after broker login and on a TTL schedule) and gates commands against a validated snapshot — gated commands fail fast with a clear message instead of running stale.

Installer (arkexp)

• Install/update script no longer hangs: bounded timeouts with the installer's stderr streamed live; update probes run in parallel.
• Post-install target-version check removed; a warning is shown on version skew instead.
• Advanced: override curl flags via ARKEXP_INSTALL_CURL_FLAGS.
• Windows: bootstrap self-heals after an interrupted npm postinstall.

Helper (ark helper)

• Model selection constraints are now preserved when a clarification is requested on stderr.
