memory_ask is there from the first conversation after an update.

Fixes

• memory_ask was offered only when this Mac had last heard memory protocol 3 from Studio, which it records at the end of a conversation; the first company conversation after Agent Studio 0.30.0 arrived had no memory_ask. It is now offered whenever the conversation has team memory; on a Studio without /v1/memory/ask it says to use memory_search, and memory stays on.
