Add vue/first-attribute-linebreak rule #1587

This PR adds vue/first-attribute-linebreak rule and removes the allowFirstLine option of the vue/max-attributes-per-line rule.
Also, add new vue/first-attribute-linebreak rule to the strongly-recommended and vue3-strongly-recommended rulesets.

vue/first-attribute-linebreak rule aims to enforce a consistent location for the first attribute.

By using "vue/first-attribute-linebreak": ["error", { "singleline": "beside"}], you can force the attributes that can be described in one line to one line.
So close the PR of #1431.
