issues written in any non english languages

A lot of issues are written in Chinese, I dont think it should be "acceptable" as it is not the best choice to spread knowledge, discuss the subject, contribute or help each others

@zigomir Maybe we should encourage people to speak in English by including a message in the issue template telling them that they'd get faster feedback if they do so
