Having the same problem, but on a different version and environment.

vue-cli version: 4.5.9

It maybe affected by global node_modules structure. Try to remove and then install @vue/cli-service-global again. If it doesn't work, a compromise solution is npm i eslint-plugin-vue -g /yarn global add eslint-plugin-vue

I am using @vue/cli 4.5.11
how to reproduce:

• mkdir test
• cd test
• npm init -y
• npm i eslint --save-dev

create a helloWorld.vue:

  <h1>
    Hello {{adj}} World
  </h1>
</template>

<script>
  export default {
    props:['adj'],
    methods:{
    },
  };
</script>

• vue build --target wc helloWorld.vue

And it goes:
