Rate limit updates

This pull request adds a clarification to the badge API documentation regarding rate-limiting. The main update is the addition of guidance for user agents to optionally rate-limit badge setting and clearing to prevent distractions and reduce resource usage.

Documentation improvements:

• Added a paragraph specifying that user agents MAY rate-limit application badge setting or clearing to avoid distracting animations and minimize resource usage in index.html.
