Create a separate mailing list for github email

At the moment, there is one mailing list for the WG.
All email from github goes to public-shacl@w3.org and this is the majority of email.

CfC's can get overlooked.
Emails from the wider community can get overlooked.

While most email clients could have filters for [data-shapes], it is probably off-putting for people who subscribe to public-shacl@.

It might be useful to have a separate mailing list for github emails.

We can also modify the settings to notify only weekly, as a digest.

I'd still like a separate list for digests.

I get notifications from github anyway using the range of github notification controls - do we need emails?)
