2.9.10. Monkey patch for Blob and FileList objects
This monkey patch will be moved in due course. See w3c/FileAPI issue 32.

This issue was closed in September 2017 - w3c/FileAPI#32 - what happens now?

We should remove the monkey-patch from the HTML spec, since it is duplicating something better defined in FileAPI...

Marking it for the current milestone, hoping someone decides to pick it up...

[Note, this does not add anything so no IPR implications. Which means we can accept a patch from anyone at all who wants to do it]
